Barbara O’Neal is a graduate of the University of Western Ontario and the University of the West Indies, and the Hugh Wooding Law School at the University of the West Indies. She a director of JOMA (Properties) Ltd. In addition, she is General Counsel of JOMA (Holdings) Ltd. and JOMA (Properties) Ltd. She is a lawyer and practiced law for over fifteen years at O'Neal Webster. She is one of the most experienced and highly regarded property lawyers in the British Virgin Islands and has worked for major real estate clients in the tourism industry. She also has considerable experience in planning law, having served as Chairperson of the Land Development Control Authority for many years and on the Planning Appeal Tribunal.
She is responsible for the company’s legal work, in particular, leasing and contract matters.
